A governmental regime characterized by restricted government and offsetting competences may satisfy various institutional models of democracy. The rise of the Putin regime in Russia forces us to theorize the act of economic moti- vation as robbing. We find it in all dictatorships, e.g., Burma. The giant economic economy enhances the private prospects of gutting, especially in independent societies. In a democracy senators and bureaucrats are openly paid a established salary together with strict rules about all and private. In looting, things are completely different.
