Exploring the Operational Efficiency of Agri-warehousing in India's Agricultural Sector | Chapter 10 | Emerging Issues in Agricultural Sciences Vol. 5

 The main aim of the division was to determine the growth and conduct of warehouses, Negotiable Warehouse Receipt (NWR) and electronic Negotiable Warehouse Receipt (e-NWR) in India. Warehouses are carefully designed depository structures that protect the size and quality of stocked products accompanying necessary protection methods. Before 2007, the bin receipts circulated by the warehouses inadequate to utilize the investment services as there were fears of non-improvement of loans in the events of trickery or warehouse administration issues. To overcome such troubles, it was proposed to enact a Negotiable Warehouse Receipt (NWR) system for all the merchandise. Under Warehousing (Development and Regulation) Act, 2007, the Government of India has launched photoelectric Negotiable Warehouse Receipt (e-NWR) on 26th September, 2017 but made required from August 2019. Study employed percentage study which accompanied that there is 102.42 per insignificant value growth in the number of Central Warehousing Corporation (CWC) warehouses accompanying the average storage competency of 106.78 lakh MT and that of State Warehousing Corporation (SWC) warehouses has tumor of 105.25 per cent accompanying 439.12 lakh MT average storage ability which is four times as well CWC storage ability. In 2017-18, Warehouse Development and Regulatory Authority (WDRA) issued total 6447 NWRs for Rs. 313.66 crores advantage of deposited merchandise and farmers received sanctioned the loan of Rs. 90.35 crores against NWRs. In 2019-20, WDRA circulated total 134939 e-NWRs for Rs. 5303.44 crores value of located commodities and producers got sanctioned the loan of Rs. 405.01 crores against e-NWRs that indicates that progress of e-NWR is faster than NWR. Study submitted that proper volume building and knowledge programs to farmers, trying higher loan to advantage of commodity, bigger tenure of loan, lowering warehouse rental cost and administration could link the roads of detached villages and warehouses to reduce the conveyance cost will help the farmers to catch the maximum benefit out of e-NWR.
