Since 2014, the City Government of Bandung has built 394 Smart City applications in this digital era. All of the programmes were created with the goal of making the work of all Regional Apparatus Organizations and public services easier. All of the applications were created by a team from Bandung's Office of Communications and Informatics in collaboration with programmers and communication experts from colleges and businesses. The created application is designed to make public services more accessible. This is significant because many individuals in Bandung City own a smartphone, and the Google Play store contains over 1000 apps, yet we only installed 394 Smart City apps, implying that many are still unutilized. Some of the applications developed by the Bandung City Government have been duplicated by dozens of municipal district governments around Indonesia. Performance Accountability System Government Agencies (PASGA), which is utilised by the City Government of Tangerang and the Paya Kumbuh Government, is one of the applications that has been duplicated. There are currently 34 districts/cities in Indonesia that have signed a Cooperation Agreement (CA) with the office of Communication and Information, including Bandung. This paper aims to learn more about a variety of descriptions of Bansund as a smart city, such as: (1) the role of communication strategy in a smart city; (2) how far the opinion of Bandung City society on Smart City policy as a New Paradigm in Developing Country is based on six indicators; and (3) what is Smart City City Manager Bandung's opinion on the demands of Government task completion.
