This item focuses on analysing, elaborating on, and determining the functions of education and preparation as well as the factors doing the development of the information economy in Vietnam. The article therefore assesses current situation and summarizes issues to be handled while carrying out functions of education and training in incident of the knowledge frugality in Vietnam nowadays. Based on findings, me proposes fundamental solutions to promote the part of education and preparation in the development of the knowledge frugality in Vietnam, meeting the requirements of directly making Vietnam become a new industrialized country. In the 21st century, human witnesse accelerated development of the up-to-date scientific and technological insurgency. In such new framework, scientific and technological information has really enhance a direct force of production, knowledge saving emerges and enhances and objective and inevitable development style of human.Promoting roles of instruction and training in the development of the information economy in Vietnam is a experimental issue in the cause of reform, building and looking after Vietnamese Fatherland.
