Chapter 14, section 264 of the Constitution of Zimbabwe Amendment (No.20) Act 2013 provides for devolution of government functions and responsibilities to province and metropolitan councils and local authorities in order to foster democracy, excellent local governance, and public engagement. The Constitution divides governance into three levels to allow devolution: national, provincial, and municipal. However, in violation of section 264 of the constitution, the government has not delegated local governance authorities to the people in order to increase their participation in decision-making that affects them. The goals of devolution of governmental authorities and responsibilities, the opportunities for developing excellent local governance through devolution, and the obstacles to devolution's implementation are all discussed in this article. The goal of this research was to see how much devolution and decentralisation enhanced local governance, as well as to look into the constitutional requirements and dynamics surrounding their implementation.
