Development of an Environmental Cadastre Administrative System by GIS integration for the Environment Protection Agency in Sierra Leone | Chapter 1 | International Research in Environment, Geography and Earth Science Vol. 6

 This paper explores the challenges facing the environmental licencing manual system and identifies solutions to current challenges by integrating a Geographic Information Systems ( GIS) to develop an Environmental Cadastre Administrative System (ECAS) that establishes a web-based database of information repositories developed with open source software (Java, PHP, MySQL, QGIS) that has been published. The Sierra Leone Environment Protection Agency (EPA) is required by law to issue a licence for Environmental Impact Assessment. The Agency is currently fulfilling this mandate by manually issuing environmental licences, which have always faced many issues of accountability and transparency in the management of environmental licences and evaluation documentation. Knowledge and documentation of clients is usually mixed up When bringing files or from one worker to another from one point to the other. Customer data is collected in a manner that makes it impossible for management to collect valuable data on time. The information is interpreted and downloaded in an understandable and user-friendly way , which in turn improves monitoring and reporting and improves the quality and transparency of environmental licence and appraisal documentation management. The results demonstrate these problems facing the manual method, the back and forth in the EIA process between EPA and the customer, the difficulty in looking for a customer record, the mixing of customer details and documents by bringing files from one stage to another, and the handling of customer data in a way that makes it impossible for management to retrieve valuable information about the customer. The ECAS captures the full lifecycle of environmental licenses including all stages of monitoring, licenses and payments and its saves time and money for the agency. It improves the operations of the EIA license process, records management, data integration, GIS integration and validation, and data analysis and gives the power to access, analyses, process and manipulate EIA in-formation quickly and efficiently.
