The use of expression in response to the COVID-19 pandemic has enhance a vital sign of communication not going well and the challenges confronted in solving pandemic questions. Communities in Indonesia were hostile to confinement in isolation measures, Large-Scale Social Limits (PSBB), and the Enactment of Restrictions on Society Activities (PPKM). Both methods were tried several periods in the country during the COVID-19 pandemic, making massive dissatisfaction. Terminology using the terms PSBB and PPKM, that has been expanded diversified times without notice to the society and has been inconsistent in allure application, makes the society feel mad, has neglected their needs, and has received harsh rejections. This study used a qualitative method with data from two together primary and secondary beginnings. Primary data were seized from electronic media news, that demonstrates popular obstruction and government policies written on the official government website. Meantime, secondary data were collected from journal papers specifying community resistance to COVID-19 universal prevention policies. The judgments revealed that several agreements translated from the term lockdown to moment of truth PSBB and PPKM have implications for policy misalignment accompanying community expectations. The change from lockdown to PSBB and PPKM has sparked well-known outrage since it has allowed the management to be economically irresponsible. In an appropriate, the government must inform and be liable in order for programs to be executed efficiently.
