National Sovereignty of Thailand to Create Own Brand of Democracy | Chapter 3| Recent Trends in Arts and Social Studies Vol. 5

Thailand's sovereignty is adequately protected against Western meddling and her internal peace is maintained by the cohesiveness of the Thai population, Thailand may finally create her own kind of democracy without fully embracing the capitalist economy. The study shall argue here that the sovereignty of the nation is necessary for Thailand to develop her own version of Democracy based on three assumptions. Rapid economic growth in Thailand has also led to significant use of natural resources, resulting in rising environmental challenges. The first one is based on the premise that full implementation of Western democracy would entail a set of economic values which are contradictory to some Eastern values, and would finally result in the identical chaotic society full of drug abusers and materialistic individuals as has already occurred in the western society. Under the influence of capitalist values, the traditional structure that in the past supported moral principles and upright behaviour is now disintegrating. This virtual communication, which is made up in part of exchanges between people beyond national and cultural boundaries, encourages people to believe that moral principles and upstanding behaviour are merely beliefs and that sometimes breaking them has no negative legal or physical repercussions. The second assumption is based on the claim that demands for democratization in Eastern countries are in fact veiled threats of capitalism. The third assumption contends that the Western democratic model will lessen the morality of the citizen. Thailand could develop her own version of democracy with her own economic system that results from the accumulation and adaptation of Thai traditions and culture.

The virtual regional service provider (VRSP) is a crucial management mechanism intended to implement the health service system's development plans and to bring all aspects of the health system together. However, no formal virtual service provider office (VSPO) has been established to support the executive's activities, and no operations practitioners have been deployed to build the capacity of regional operating officers (ROO) in each province. The goal of this article is to examine training programme characteristics that contribute to the development of ROO competency in Thailand's VSPO. The regional service provider has a decentralisation dimension to deal with local health issues, including a pastoral systems method.

Design/Methodology/Application: This is a descriptive study that used the structural equation model. The research sample included 274 executives and 664 practitioners in the Vice Chief of the provincial health office from each of the 12 regions; the study's tools included an executive questionnaire and a VSPO questionnaire; and the data was statistically analysed using three methods: exploratory factor analysis (EFA), second-order confirmatory factor analysis (second-order CFA), and path analysis (PA).

The variable model was made up of ten factors chosen from 40 variables: service plan and personal administration, summary to present to VSPO administrators, network management and team building, summary to adjust strategies, key performance indicator (KPI) and action plan, new management skills, system thinking, analytical thinking, synthesis thinking, conflict management style, and leadership; presentation of methods and data.

Originality/Value: The ten factors of the variable model of training programme factors to develop the competency of ROO in the VSPO in Thailand had high construct validity and were analysed using three methods, namely EFA, second-order CFA, and PA, which were appropriate for developing a training programme.
